The Village of Evendale
Regular Council Meeting
July 13, 2006
The Village of Evendale held a public discussion prior to the regularly scheduled council meeting. There was no discussion.
A Public Hearing was held on the preliminary tax budget for the year 2007. There was no discussion. A motion to close the public hearing was made by Mr. Vonerhaar, seconded by Mr. Puthoff and unanimously approved.
The Village of Evendale held its Regular Council Meeting. The meeting was called to order by Mayor Don Apking. Upon roll call, the following council members were present: Mr. Bill Puthoff, Jr., Mr. Stiney Vonderhaar, Mr. Chris Schaefer, Mr. Doug Lohmeier and Mrs. Carolyn Smiley-Robertson. Mr. Jeff Albrinck was absent (vacation) and excused. Also present were: Chief Fiscal and Accounting Officer, George Snyder; Village Engineer, James Jeffers; Assistant to the Mayor, Jack Cameron; Director of Recreation, Dave Nichols; Fire Chief, John Vail; Village Solicitor, Tim Burke and Village Clerk, Michelle Ficke.
Mayor Apking presented the consent calendar. Mayor Apking asked for a motion to accept the consent calendar consisting of the June 8, 2006 Council Meeting Minutes; CFO Report for June, 2006; Tax Administrator’s Report for June, 2006; current Departmental Reports and Treasurers Report for May 2006. A motion was made by Mr. Schaefer, seconded by Mr. Lohmeier and unanimously approved.
Mayor Apking gave the Mayor’s Report. Mayor Apking introduced Peggy Paff, the new Executive Director of Gorman Heritage Farm.
Mayor Apking asked council for approval to raise the capital improvements amount granted to the Gorman Farm this year from $40,000 to $55,000. Since Dorothy passed away, they have been working on the residence which required new wiring, plumbing and heating. They also need a sign on Reading Road for the farm which will cost $8,000. Council approved the increase and George Snyder will change the line item in the budget from $40,000 to $55,000 to realign the capital items and it will come before council in August.
Chris Schaefer said his committee met with the Hiring Committee with the Fire Department and had no other business to come before them so their meeting was cancelled and there is no report.
Doug Lohmeier gave the Financial Report. Although expenses exceeded income last month, the Village is still year to date $1.4 million dollars ahead in income over expenses. These figures do not include the TIF financing from the Evendale Commons.
Mr. Lohmeier stated that the July 4th festivities held in Evendale were a success.
Mayor Apking introduced Peggy Paff, the new interim Executive Director of Gorman Heritage Farm. Mayor Apking said that after Dorothy Gorman passed away, they have been doing a lot of work on her residence. The Village had $40,000 in the capital fund for capital improvements and over $30,000 has been spent to replace the heating and, since there was only one electrical socket in the house, they put new electricity in and new plumbing. The Mayor asked for an additional $15,000 to finish the inside of the house and get it up to code. He asked Council if they would allocate the monies to complete the project and to buy a sign for Reading Road. Mr. Schaefer clarified that the Mayor was asking that next month George Snyder will make an adjustment on the budget on the capital improvement line item that would change it from $40,000 to $55,000.
Council agreed that they did not have a problem realigning the capital items to cover the improvements. It will come before council in August.
Mayor Apking presented three certificates of Thanks. The first was presented to Chuck Melampy for building the beautiful wooden casket for the Cunningham remains. The second was presented to Drew Nurre from Nurre-Mitovk-Rosenacker Funeral Home and the third was presented to Dave Shanto from Rest Haven.
Stiney Vonderhaar then presented Mayor Apking with the flag that was draped over the casket at the reburial of the Cunningham remains in a commemorative frame to be hung in the Administration Building.
Mr. Vonderhaar stated that a re-enactment of the Morgan’s Raid on Gorman Farm, a historical event that occurred on July 14, 1863, when Morgan’s Raiders raided Gorman Farm and stole two horses, will take place at the farm on July 22 and 23. All are invited to this event. He presented a permanent sign that will be erected at Gorman Farm with the history of the Morgan’s Raid through Evendale.
Mayor Apking presented Resolution #06-07, RESOLUTION EXPRESSING APPRECIATION TO THE NURRE-MITOVK-ROSENACKER FUNERAL HOME. A motion to read Resolution #06-07 by title only was made by Mr. Vonderhaar, seconded by Mr. Lohmeier and unanimously approved on roll call. A motion to adopt Resolution #06-07 was made by Mr. Schaefer, seconded by Mrs. Smiley-Robertson and unanimously approved on roll call. Mayor Apking declared Resolution #06-07 adopted. Mayor Apking presented Drew Nurre with a framed copy of the resolution.

A motion to read Resolution #06-08 by title only was made by Mr. Vonderhaar, seconded by Mr. Schaefer and unanimously approved on roll call. A motion to adopt Resolution #06-08 was made by Mr. Puthoff, seconded by Mr. Vonderhaar and unanimously approved on roll call. Mayor Apking declared Resolution #06-08 adopted. Mayor Apking presented David Koonce with a framed copy of the resolution.
Mayor Apking presented Ordinance #06-36 ORDINANCE AUTHORIZING MAYOR TO HIRE SEASONAL AND PART-TIME EMPLOYEES AND SETTING PAY RATES AND DECLARING AN EMERGENCY. A motion to read Ordinance #06-36 by title only was made by Mr. Vonderhaar, seconded by Mrs. Smiley-Robertson and unanimously approved on roll call. A motion to suspend the second and third readings of the ordinance was made by Mr. Vonderhaar, seconded by Mr. Puthoff and unanimously approved on roll call. A motion to adopt Ordinance #06-36 was made by Mr. Schaefer, seconded by Mr. Vonderhaar and unanimously approved on roll call. Mayor Apking declared Ordinance #06-36 adopted as an emergency.

A motion to read Ordinance #06-39 by title only was made by Mr. Vonderhaar, seconded by Mrs. Smiley-Robertson and unanimously approved on roll call. A motion to suspend the second and third readings of the ordinance was made by Mrs. Smiley-Robertson, seconded by Mr. Schaefer and unanimously approved on roll call. A motion to adopt Ordinance #06-39 was made by Mr. Puthoff, seconded by Mrs. Smiley-Robertson and unanimously approved on roll call. Mayor Apking declared Ordinance #06-39 adopted as an emergency. Mayor Apking administered the Oath to Jennifer M. Vollmer.
Mayor Apking presented Ordinance #06-40, APPROVING TRANSFERRING FUNDS AND DECLARING AN EMERGENCY. Mayor Apking stated that the cost to repair the pool was estimated to be around $2600. They found the source of the pool’s leak and it is now totally repaired, however, the cost is closer to $5,000. A motion to amend Ordinance #06-40 by changing the amount of the line items in Section 1 of the ordinance from $3,000 to $5,000 was made by Mr. Vonderhaar, seconded by Mrs. Smiley-Robertson and unanimously approved. A motion to read amended Ordinance #06-40 by title only was made by Mr. Vonderhaar, seconded by Mr. Lohmeier and unanimously approved on roll call. A motion to suspend the second and third readings of Ordinance #06-40 was made by Mr. Lohmeier, seconded by Mr. Puthoff and unanimously approved on roll call. A motion to adopt
amended Ordinance #06-40 as an emergency was made by Mr. Lohmeier, seconded by Mr. Vonderhaar and unanimously approved on roll call. Mayor Apking declared amended Ordinance #06-40 adopted as an emergency.
Mayor Apking presented Ordinance #06-41, ORDINANCE INCREASING THE SALARY OF THE ASSISTANT TO THE MAYOR AND DECLARING AN EMERGENCY. A motion to read Ordinance #06-41 by title only was made by Mr. Vonderhaar, seconded by Mr. Lohmeier and unanimously approved on roll call. A motion to suspend the second and third readings of the ordinance was made by Mr. Puthoff, seconded by Mrs. Smiley-Robertson and unanimously approved on roll call. A motion to adopt Ordinance #06-41 as an emergency was made by Mrs. Smiley-Robertson, seconded by Mr. Vonderhaar and unanimously approved on roll call. Mayor Apking declared Ordinance #06-41 adopted as an emergency.
Other Items included:
Jack Cameron said that the tour of Evendale Commons that was scheduled for July 21st needs to be rescheduled because Matt Grever from Anchor cannot make that date. Two alternative dates are August 4 or August 11. Jack asked council to email Matt Grever with dates that they are available.
Mr. Vonderhaar said that the Charter Review Committee met on June 13th and that they want to have an advertised public meeting on August 10th at 6:00 prior to the council meeting. Jack Cameron will send out post cards inviting residents and businesses to attend.
Mr. Schaefer said that the Access Management Committee would like to have a public hearing in September. It was determined that Mayor Apking and Jack Cameron would set up a meeting with businesses and residents affected by changes before that date so that we could gather questions they might have. Jack Cameron is to get a copy of the Access Management Plan to council prior to the public hearing.
Mr. Vonderhaar reminded everyone that there is a public meeting for I-75 Thru the Valley at Sharonville Convention Center on July 19th from 1:00-7:00 pm. The public is encouraged to attend and offer feedback.
Carolyn Smiley-Robertson stated that she saw an ad in the Cincinnati Herald for police officer for the Village of Evendale. She said that she was unaware that we were hiring an officer.
Mayor Apking said that an Evendale Police officer was hurt and is on personal disability and another will be retiring. Mr. Vonderhaar said that accreditation requires the police department to continually seek candidates for employment.
Mrs. Smiley-Robertson said they received no documentation in minutes regarding the advertisement for Police Officers.
Mayor Apking said the ad runs until August 4th. Mr. Schaefer said that they were unaware of this due to lack of communication from the council committee to the rest of council.
Mr. Vonderhaar said that the Evendale Chamber of Commerce Golf Outing is July 26th and the entry fee is $95. Contact Mayor Apking or Jack Cameron for more information or visit the Chamber of Commerce website.
There being no further business to come before Council, a motion to adjourn was made by Mr. Vonderhaar, seconded by Mr. Lohmeier and unanimously approved. Council adjourned at 7:45 pm.
